The Loan Advisory Committee is a standing committee of the PCG Board of Directors responsible for reviewing and making recommendations on all loan applications and is comprised of professionals with extensive experience in the domestic and international community economic development fields.

Kate Barr
Executive Director
Nonprofits Assistance Fund
Kate Barr heads Nonprofits Assistance Fund, a nonprofit CDFI based in Minnesota that operates several revolving loan funds serving nonprofit organizations locally and nationally. Kate has over 15 years of experience in lending and financial management, in a variety of areas including small business, commerical real estate, community development and childcare. She currently serves on the Boards of Directors of the St. Paul Capital Fund, a community development venture capital fund, Springboard for the Arts, a resource for artists and arts organizations, and Western Bank, a community bank in St. Paul. She has served on numerous other boards and committees of community and professional organizations. Kate previously worked as Senior Vice President at Riverside Bank in Minneapolis and Assistant Vice President at Resource Bank & Trust in Minnetonka. She was appointed to the LAC in September 2004.
Amie Dorman

Ms. Dorman has more than 12 years of experience building relationships with financial institutions. Prior to joining Export-Import Bank, Amie served as Vice President of Institutional and Philanthropic Development at People Capital, which provides a peer-to-peer (p2p) lending platform to match students with college funding sources — be they individual investors, philanthropic/affinity groups or financial institutions. Prior, she was Vice President in the Financial Institutions Group at JPMorgan Chase, where she was responsible for developing CEO-level contacts and introducing new capital market, credit and equity solutions. Amie began her career at JP Morgan as a Vice President in Community Development, where she was responsible for intermediary lending and investing in banks, credit unions and loan funds that provided capital, liquidity and technical assistance to underserved markets. As Associate Director of HSBC Bank USA’s Community Development Group she originated loans and investments to financial intermediaries in low-income communities. She began her professional career as a Development Officer at AJWS supporting microloan funds in developing nations. Ms. Dorman holds a MA from Columbia University and a BA from University of Denver.

Leonard English

Brown English Capital Advisors
Leonard English has spent his career working for organizations promoting affordable housing and economic opportunity for low-income communities. Brown English Capital Advisors (BECA) is a double bottom line advisory firm that specializes in high quality community development mortgages that earn market rates of return while delivering measurable social impacts to low and moderate-income communities. Prior to co-founding BECA, Leonard served as the Investment Manager for the General Board of Pension’s Affordable Housing Mortgage Lending Program. In this capacity, he managed a $1.7 billion affordable housing loan portfolio and promotes the General Board’s socially responsible investing initiatives. Before joining the General Board, Leonard was Vice President of Commercial Real Estate at Brickyard Bank in Chicago, where he specialized in financing government subsidized housing projects and financing projects in low and moderate income census tracts. Prior to that, Leonard served as a Managing Director of Lakeshore Management and Consulting Group, where he worked developing financial strategies for local CDCs and faith-based housing development organizations. Leonard has also worked in the Neighborhood Banking Division at Northern Trust Bank, financing multi-family acquisition and rehab loans and as a Commercial Loan Officer specializing in SBA financing and terms on boards of various local non-profit organizations and community development organizations. Leonard holds a BA in Economics from Northwestern University and is currently pursuing an MBA with a focus in real estate finance.

Corinne Florek, OP

Mercy Partnership Fund
Sister Corinne has spent more than 25 years working in the field of community economic development as a manager, educator, consultant, financial administrator and strategic planner. Currently, she is Director of the Mercy Partnership Fund, where she is responsible for managing a community development investment fund of $4.5 million, including credit analysis, portfolio management, monitoring and marketing. Since 2000, Sr. Corinne has been the Coordinator for Justice Organizers, Leadership and Treasurers (JOLT), a coalition of faith-based organizers who promote economic justice though investments, education and action.
Among other positions, Sr. Corinne has served as the Interim Executive Director and Loan Fund Administrator for Women's Initiative for Self-Employment, the Director of Alternative Investments for the Adrian Dominican Sisters Portfolio Advisory Board, and the Manager of Kentucky Hills Industries a craft cooperative in Pine Knot, KY. In 1984, Sr. Corinne co-founded Lydia, a national organization to provide an interchange for women working in cooperatives. Sr. Corinne has served on numerous boards, including Transfair USA and WAGES, where she is the current Treasurer. Sr. Corinne has a Bachelor of Arts from Siena Heights College and a Masters in Business Administration from the University of Notre Dame.
Jeannine Jacokes

Partners for the Common Good
Jeannine Jacokes was appointed CEO of Partners for the Common Good in 2001. Prior to coming to PCG, Jeannine served for more than six years as a senior member of the management team at the U.S. Department of the Treasury's Community Development Financial Institutions (CDFI) Fund, where she was a leader in designing and implementing the Fund's programs and operations. She went to the CDFI Fund after serving as a senior policy advisor at the U.S. Senate Committee on Banking, Housing and Urban Affairs. During her five years at the Committee, Jeannine played a key role in drafting many of the laws that currently govern the U.S. Department of Housing and Urban Development's programs, as well as monitoring and providing oversight of Federal regulatory agencies that administer laws which impact the availability of credit in underserved markets. Jeannine also served for two years at the U.S. Department of Housing and Urban Development.
In addition to her work with PCG, Jeannine serves as senior policy advisor to the Community Development Bankers Association (CDBA), the national trade association for community development banks. She currently serves on the Board of Opportunity Finance Network and the CDFI Coalition, and previously served on the Board of the Social Enterprise Alliance. For three years, Jeannine was the President of the Board of Directors of the Women in Housing and Finance Foundation, a D.C. community foundation that promotes financial literacy among low-income individuals. Jeannine holds a Masters degree in City and Regional Planning from the University of North Carolina at Chapel Hill and a B.A. from Aquinas College in Grand Rapids, Michigan. Kevin McQueen

Kevin McQueen has more than 20 years of experience working in the community development finance field. He spent the early portion of his career as a banker and loan officer for Citibank and National Westminster Bank underwriting and structuring business loans. Kevin later became a program manager at the National Congress for Community Economic Development, which serves nonprofit community development corporations. He worked as a Vice President at the National Cooperative Bank focusing on lending to nonprofits, cooperatively owned businesses, CDFIs, and other social enterprises. In 1996, Kevin opened New Columbia Capital Advisors, which provides management consulting and technical assistance to nonprofit and community development finance organizations. He has continued this work as a Partner with BWB Solutions, a national consulting firm specializing in community development finance. Kevin was appointed to PCG's LAC in February 2003.
Jessica Moffett-Rose

Developing World Markets
Jessica Moffett-Rose is a member of the private equity team at Developing World Markets (DWM), a socially responsible fund manager and investment bank. In this capacity, she evaluates and helps execute investments in emerging market financial institutions that specialize in microfinance and small business lending. From 2007-2009, Ms. Moffett-Rose was a Management Associate at ProCredit Holding, a group of 22 banks in Eastern Europe, Latin America, and Africa. As a Bosch Foundation Fellow in Germany in 2006, she focused on the topic of SME financing at KfW Development Bank, a German government-owned bank that finances investments in developing countries. Ms. Moffett-Rose served as Operations Manager at Partners for the Common Good from 2003 to 2004 and later worked with PCG as an underwriting consultant. Her experience also includes a year in Nepal where she worked with Pact’s Women’s Empowerment Program to promote village banking and microenterprise development. Ms. Moffett-Rose holds a Masters degree from Harvard University’s Kennedy School and a B.A. from Princeton University.
David Schon

David Schon is a Partner at Nixon Peabody LLP, one of the nation's leading law firms in affordable housing and community development. His law practice centers on real estate development and finance with an emphasis on community development. David has structured, negotiated and closed transactions nationwide on behalf of investors and developers, including nonprofit organizations and public agencies, many involving historic rehabilitation tax credit or low-income housing tax credit syndication. He also advises clients on matters relating to the New Market Tax Credit and the Community Reinvestment Act. Previously, David was Associate Director of the National Association of Affordable Housing Lenders. He was appointed to PCG's LAC in April 2003.
Noreen Beiro

Noreen Beiro has over 25 years of experience in the real estate and community development field. She is currently a Director of Asset Management at Enterprise Community Investment, one of the country’s first syndicators of Low Income Housing Tax Credits. She is located in San Francisco, CA. Noreen has a deep background in lending that includes experience in both the eastern and the western United States. Ms. Beiro was the Director of Lending and Portfolio Management at LIIF for 5 years and prior to that was with the National Cooperative Bank for 8 years where she served as a member and manager of the Affordable Housing team. She started her banking career at American Security Bank in Washington, DC where she worked for 5 years and served as lead loan officer in the Community Development Group within the Real Estate Division of this major commercial bank. Noreen received her undergraduate degree in City Planning from UVA and her Masters Degree from UNC-Chapel Hill.
